Finance, construct and operate a four-kilometre tunnel that enhances Rotterdam’s capacity to handle traffic.

The Blankenburgverbinding (“Blankenburg”) tunnel is a four-kilometre-long sequence of technical structures in Rotterdam, connecting the A15 and A20 highways. It was commissioned to strengthen transport links across Europe’s largest and busiest port.

The project consists of two three-lane motorways, incorporating below river and land-based tunnels. The aims of the project were to increase capacity and improve road safety on sections of the motorway, near Rotterdam, and underlying road network, which has heavy levels of traffic.

The Blankenburg tunnel reached its availability date in October 2024, within budget, and was opened to the public in December 2024.
