Finance, construct, operate, and maintain a high-speed rail link for The State of the Netherlands

The Dutch High Speed Railway Link (DHSRL) project is a 30 year concession to finance, construct, operate, and maintain one of the largest high speed railway PPP projects in Europe for The State of the Netherlands, represented by the Dutch Ministry of Transport, Public Works and Waste Management, and the Ministry of Finance.

The HSL Zuid project, as it is known locally, provides a 96 kilometre high-speed connection from Amsterdam (Schiphol Airport) to the Belgian border. It has cut journey times significantly (e.g. Schiphol to Amsterdam takes 20 minutes instead of the 41 minutes taken previously).

Financial close was achieved in October 2001. The project involved capital expenditure of over €930 million and includes track, noise attenuation, signalling, power distributions and communications systems. Construction was carried out by BAM and Siemens.

Train services commenced in September 2009, followed by HiSpeed services in December 2012. Operations and management is being performed by Infraspeed Maintenance B.V.
